The City of San Fernando hopes you and your loved ones are well and that you are coping with the challenges of your daily life in the fight to control COVID-19, commonly known as novel coronavirus. 
 

Parks are an important aspect of the health and joy for the San Fernando community and play a vital role in how San Fernando residents manage the changes to the way we all live, work and play.  The Recreation and Community Services Department (RCS) will continue to monitor the pandemic and adherence to health guidelines and precautions issued by the Los Angeles County Department of Public Health, that are critical to safely operate our parks, programs, and facilities.

The RCS Department will slowly re-open amenities, park areas, and recreation programs and services, based on the reopening protocols set by the County of Los Angeles and health guidelines to help prevent the spread of COVID-19.  As it is the top priority for RCS to take precautions to ensure the health and safety of park guests, visitors, program participants, team members, and the Community.

Thank you for your support and understanding as we adapt to this fluid situation. These extraordinary efforts will help with the City, County, and global effort to stop the spread of COVID-19.

RECREATION SCHOLARSHIP PROGRAM

The San Fernando City Council established a Recreation Scholarship Program (RSP) to assist families wishing to participate in the fee-based programs offered to San Fernando residents. RSP assistance is available to San Fernando residents for all recreational programs offered by the Recreation and Community Services Department, including programs for youth, adults, and seniors. 
 

Scholarships cover 50% of the cost of the activity.

ELIGIBLITY:

  • Must be a resident of the City of San Fernando
  • Complete a brief self-certifying form 
  • Include a San Fernando Water Bill
  • Assistance will be available on a first-come, first-serve basis
  • Program begins July 1, 2022

PARK REVITALIZATION

LAS PALMAS PARK REVITALIZATION PROJECT POP-UP EVENT
 

The California Department of Parks and Recreation awarded 4.2 million to the City for the Las Palmas Park Revitalization Project as part of the Statewide Parks Development and Community Revitalization Grant Program and Governor Newsom Administration’s “Outdoors for All” initiative.

The revitalization project includes the construction of a new multipurpose athletic field, a splash pad, a Tennis/Pickleball court, and new landscaping throughout the park. The project will also renovate the learning center, the patio restrooms, and the playground, which will include ADA accessibility and shading. Other park improvements include renovations to the basketball court, baseball fields, walking paths, and picnic shelters.  Lighting will be installed on the walking paths the baseball fields and the picnic shelters. The outdoor exercise equipment, restrooms, and the concession stand all will be refurbished as well. 

User groups, organizations, and patrons of Las Palmas Park are invited to play an important role in the planning process and design of the Revitalization Project. The Recreation and Community Services Department will hosts a series of Focus Group meetings and Pop-up Events to gather feedback on the design elements of the project.

LAYNE PARK REVITALIZATION PROJECT 
 

The City of San Fernando received funds for the Statewide Park Development and Community Revitalization grant program to improve the recreational opportunities for the residents in and around the Layne Park neighborhood.  

 

On May 12, 2021 and June 2, 2021, the City hosted in-person meetings to gather input from the community members. The feedback will help guide the design of the Layne Park improvements.

COMMUNITY SERVICES

The Community Services Division oversees the social services programs and recreational activities for the residents of San Fernando and surrounding communities. Currently, the social services programs include the Elderly Nutrition Program and the Tutčint Youth Empowerment Program. Recreation programs include the Day Camp and the Las Palmas Golden Fun League. The Division fosters collaborations with local community-based organizations to enhance the quality of life for all residents of San Fernando.

The City of San Fernando offers Day Camp Programs designed to enhance children’s social and recreational abilities and improve their quality of life through educational and enrichment activities. It is our goal to provide children with a safe, fun, and life-lasting experience.

The Day Camp Program offers a variety of activities, including:

COUNSELORS IN TRAINING PROGRAM

The Counselor-in-Training program is a hands-on experience that educates and trains youth to become future counselors for our Summer Day Camp Program. High school students between 14-18 years of age will work alongside City staff with daily camp activities such as arts and crafts, science, sports,  and cooperative games.

COMMUNITY RESILIENCE PROGRAM

The City of San Fernando in conjunction with the Dr. Lucy Jones Center for Science and Society is hosting a series of workshops designed to support organizational and individual resilience action plans for the event of a disaster.

Participants will gain:

  • A customized, local Community Resilience Framework for your organization.
  • A refined communication strategy for your stakeholders.
  • A basic operational strategy for your organization in relation to the Community Resilience Framework.
  • Stronger connections to other local organizations and community leaders.
  • Stronger connections within your organization.
  • A deeper understanding of the risks we all face here in San Fernando. 

What is expected?

  • A 25 hours commitment over seven weeks, about 2.5 hours each week.
  • Two participants from your organization (Non-profit, schools, large employer, faith-based, or community organization).
  • Availability on Thursday evenings from 3:00 pm to 5:00 pm (refreshments will be provided at each meeting).

The initial meeting is scheduled for Thursday, April 28, 2022, at Recreation Parks, located at 208 Park Ave., San Fernando, CA 91340.

TEENS FOR A BETTER COMMUNITY

The Teens for a Better Community (TBC) Youth Leadership Program and Counselor in Training (CIT) programs offer youth the opportunity to work side by side with Recreation staff to obtain valuable work experience and earn service hours. Current high school students with a genuine interest in character building, leadership development, and a positive attitude are invited to join by completing the online application. All hours spent with the program will be recorded as community service hours and a certificate of completion will be awarded at the end of the year. TBC is currently developing a new intergenerational project called “The Golden Letter League”. The purpose of the GLL is to send postcards, inspiring letters and messages to our beloved senior citizens. TUTČINT YOUTH EMPOWERMENT

In partnership with the City of San Fernando, the Fernandeño Tataviam Band of Mission Indians, and Pukúu Cultural Community Services offer Tutčint, a youth empowerment program based out of Las Palmas Park in the City of San Fernando.

Due to the current pandemic, all programming is currently online using Zoom Video Conferencing. We work with teens ages 13-17 years of age, from a variety of local middle and high schools.

PARK CLEAN-UPS

The City of San Fernando, local residents, businesses, and City officials that are dedicated to preserving, protecting, and improving City of San Fernando park facilities. Every summer, the City hosts Clean-up Days at our parks, as well as other locations throughout the City.

ALL VOLUNTEERS ARE WELCOME!

In addition, we encourage all individuals needing to complete community service hours to participate.

For more information about clean-up efforts or for community services projects, contact via the below information. In-kind donations are also welcome, including items like gardening supplies, plants/trees, and other supplies. Of course, we also need volunteers to help staff our events.

TREE PLANTINGS & TREE CARE

As part of the Calles Verdes Project, the City has partnered with Tree People to host several Tree Planting events.  With the assistance of community volunteers, the goal is to plant 950 trees in the City.  The project is funded through grants from Cal Fire and Coastal Conservancy.  These trees will not only help beautify the City, but will also provide shade and help reduce temperature in our residential streets.

SAN FERNANDO VALLEY MILE

On Saturday, October 29, 2022, the City of San Fernando, Anthem Blue Cross, and 3 WINS Fitness from the Kinesiology Department at Cal State University, Northridge successfully put on the City’s first SAN FERNANDO VALLEY MILE.
 

Over 600 participants of all ages ran or walked the mile long race. This one-mile challenge began at Eighth Street and Maclay and ended at the finish line located at Third Street and the DIA DE LOS MUERTOS FESTIVAL.  The entertainment was fantastic with music, vendors, face painting, arts & crafts, food, folklorico dancers and the outstanding Mariachi Master Apprentice Program (MMAP) participants. 

In addition, participants built lovely altars to honor family members and friends who have passed. Altars, or “ofrendas”,  are a cultural tradition that provide an opportunity to remember and celebrate the lives of departed loved ones.

FOURTH OF JULY CELEBRATION

After several years of hiatus, the Fourth of July Celebration returns to San Fernando!  
 

The event tagged as the “RED, WHITE, AND LIGHTS” LASER SHOW kicks off the 4th of July weekend and takes place in the Downtown San Fernando Mall.

The festivities feature activities for the entire family, including:

  • Tina Michelle and the Rhinestone Cowboys will entertain the crowd with live music and line dancing demonstrations. 
  • Amazing artisan vendors and crafters will have unique goods for sale. 
  • Family activities and carnival games will amuse the young and young at heart. 
  • Food trucks and on-site chefs will prepare delectable cuisine. 
  • To culminate the night a spectacular Laser Show is sure to light up San Fernando’s spirit!

DIA DE LOS MUERTOS CULTURAL FESTIVAL

On Saturday, October 29, 2022, the City of San Fernando, Anthem Blue Cross, and 3 WINS Fitness from the Kinesiology Department at Cal State University, Northridge successfully put on the City’s first SAN FERNANDO VALLEY MILE.
 

Over 600 participants of all ages ran or walked the mile long race. This one-mile challenge began at Eighth Street and Maclay and ended at the finish line located at Third Street and the DIA DE LOS MUERTOS FESTIVAL.  The entertainment was fantastic with music, vendors, face painting, arts & crafts, food, folklorico dancers and the outstanding Mariachi Master Apprentice Program (MMAP) participants. 

In addition, participants built lovely altars to honor family members and friends who have passed. Altars, or “ofrendas”,  are a cultural tradition that provide an opportunity to remember and celebrate the lives of departed loved ones.

Limited outdoor recreation programming and service have resumed at most of the City parks with the condition that the County of Los Angeles Protocols for Organized Activities are implemented.  Las Palmas Park and Recreation Park are currently offering limited indoor recreational programs and services.  For more information regarding the programs and services being offered please call (818) 898-1290.

Enjoy free guided tours every 4th Sunday of the month, or by appointment.

The property was acquired from the King of Spain via a grant to DeCelis. The chain of title deed is on display in the dining room of the adobe. An upper apartment was the home of a daughter, Kate Lopez Millen from 1931 until her death in 1961. Her children sold the adobe to the City of San Fernando in 1970. This purchase was made possible by a Historical Preservation grant, given to save the house from destruction. The 1971 earthquake did not do too much structural damage and, in 1974, it was restored as the original building for use as an early historical site. A group of San Fernando citizens, students and organizations contributed time, labor, talents, and money to prepare the home for its grand opening on April 5, 1975.

The adobe is registered as a National Historical Site, a state and county Historical Site, and the California Historical Advisory Committee says it is considered an important historical point of interest in the state.

San Fernando has been presented with a Gold Seal Award from the San Fernando Valley Beautiful Association for the beautiful Casa de Geronimo Lopez adobe and the grounds surrounding the home.

 

VOLUNTEER OPPORTUNITIES

The Lopez Adobe is currently looking for docents, administrative, and community service temporary volunteers. We are especially in need of docents who can lead tours in Spanish or English, and enjoy working with children.  No experience is necessary, and training and materials are free.  If you are interested, please complete and submit an application (see Forms Section below)After filling out/submitting the application, our Museum Coordinator will call you to schedule an interview.  If selected, you will be asked to complete a background check, attend a docent training, and volunteer orientation. The training course for docents and volunteer personnel emphasizes teaching techniques, and the museum’s collections through lectures, workshops, and readings.

The César Chávez Memorial honors the legacy and work of the late farmworker leader. The construction of the memorial is the culmination of efforts by many  community members who recognize Chávez’s impact to promote justice and equity for all Americans. The memorial is developed on a 23,000 square foot area of land in the City of San Fernando. The concept for the memorial consists of four separate art pieces placed in a park setting. The City along with various community organizers sponsors an annual march in honor of Chávez. The City of San Fernando, preceding the State of California’s decision, became the first in the nation to designate his birthday, March 31, an official holiday.

The memorial consists of four different elements reflecting the life of  César Chávez and the farmworkers struggle, a single life size statue of  César Chávez is poised in front of a series of ten figures representing the farmworkers plight and eventual empowerment. Other features also designed by the artist include a fountain and mural. The fountain is in the shape of the United Farmworkers (UFW) eagle symbol, with the “César Chávez Prayer” inscribed on one side and painting on the other side. The mural is 100 feet in length and provides a visual chronology of  César Chávez life.

The artist selected to design the Memorial, Ingacio Gomez, is a well known community artist who has been involved in various art projects in Los Angeles and throughout the nation.
